Water Loss Analysis at Perumda Air Minum Tirta Lestari Tuban Regency Using the Water Balance Method and Infrastructure Leakage Index

Abstract

Perumda Air Minum Tirta Lestari of Tuban Regency provides clean water services but experiences significant water losses. This study evaluated water losses using the Water Balance method and the Infrastructure Leakage Index (ILI). Results showed water losses of 984,739 m³/year, equivalent to 22.8% of the system input, with 78.6% attributed to physical losses. The calculated ILI of 13.18 places the utility in Category D, indicating excessive leakage and poor distribution efficiency. Water losses also caused an estimated IDR 1.93 billion in annual financial losses. Current leakage management remains largely reactive without District Metered Areas (DMA). Improving pressure management, active leak detection, pipeline rehabilitation, data management, and staff capacity is essential to reduce leakage, improve operational efficiency, and ensure sustainable water supply services
