The Halal Industry in the Framework of Indonesia–Australia Bilateral Trade Cooperation: A Case Study of IA-CEPA Partnership Dynamics

The bilateral trade cooperation between Indonesia and Australia, formalized through the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA-CEPA) in 2020, has contributed to a significant increase in bilateral trade value, which nearly tripled between 2020-2025. Despite this achievement, the utilization of IA-CEPA as a framework for advancing the halal industry continues to face various challenges and institutional dynamics. This study aims to analyze how the IA-CEPA framework shapes opportunities, institutional mechanisms, and challenges for the development of the halal industry in both countries. It also seeks to address a gap in the existing literature, which has largely examined bilateral trade agreements and the halal industry as separate fields of inquiry. The study employs a qualitative approach using a single case study design, descriptive analysis combined with SWOT analysis. Secondary data were collected from official government documents, reports published by relevant institutions, and previous scholarly studies. The findings indicate that IA-CEPA has created opportunities for the development of the Indonesia–Australia halal industry partnership through three main pathways, supported by institutional mechanisms and policy frameworks that have been established and are continuing to evolve
