Abstract

This study examines criticism of Human Resource Development (HRD) theory in the context of cross-cultural models, highlighting the main problem that HRD theory tends to be rooted in a Western perspective and is therefore often irrelevant when applied to work environments with high cultural diversity. The purpose of this study is to critique the limitations of HRD theory in dealing with cultural diversity and to evaluate how cross-cultural models can be applied to improve the effectiveness of HRD. The method used is qualitative with a literature review approach analyzed using thematic content analysis. The results of the analysis show that HRD theory needs to be adapted to the local cultural context, emphasizing the adaptation of values, intercultural communication, and flexible management practices. Fwurthermore, the integration of critical HRD theory and cross-cultural models resulted in a Critical Cross-Cultural HRD model that emphasizes social justice, cultural equality, and empathy in global human resource development. These findings confirm the importance of adaptive, reflective, and equitable HRD in responding to the challenges of globalization and digital transformation in the era of Society 5.0
